§ 2-51. Special and emergency meetings.

  • (a)

    Special meetings. Special meetings may be called by the mayor whenever, in his opinion, the public business may require it, or at the express written request of any two members of the village council. Whenever a special meeting is called, a summons or a notice in writing, signed by the mayor or the two members of the village council, shall be served on each member of the village council, either in person or by notice left at his place of residence, stating the date and hour of the meeting and the purpose for which the meeting is called. No business shall be transacted at such special meeting, except as is stated in the notice. The notice shall be delivered no later than 24 hours prior to the time of the special meeting.

    (b)

    Emergency meetings. Emergency meetings may be held without notice where the best interest of the village can only be served by such meetings without notice. Any three council members may attend such a meeting and the action taken must be ratified by vote of the village council at the next regular or special meeting.
