The purpose of this subdivision is to develop reasonable guidelines, standards and
regulations for the use of property to serve as a place for persons seeking habilitation,
rehabilitation or recovery from any physical, mental, emotional or legal infirmity,
or any combination thereof. Special residential facilities shall be restricted to
properties designated with the medium- or high-density residential land use category
on the future land use map, and zoned with the RM residential multiple-family land
development district and shall be designed so as to minimize any adverse effect on
adjacent property.
