§ 58-1. Purpose and application.

  • The purpose of this purchasing code is to provide a uniform means of acquiring goods and services (including construction materials and labor) in a manner that protects the interests of taxpayers, encourages competition, ensures that qualified vendors have access to the municipal market on a fair and equitable basis and provides purchasing guidance to all village personnel.

    This purchasing code applies to all purchases utilizing village funds regardless of the source of those funds. No village employee, appointed official or elected official may purchase or commit to purchase goods and/or services unless specifically authorized to do so by the village's Code of Ordinances including the required authorizations, funding and purchasing/finance documents. Payment for any unauthorized purchase may be the responsibility of the person placing the order.

    For the purposes of this purchasing code, the term "goods" and/or "services" shall include, but not be limited to, construction materials and/or construction labor unless specifically stated otherwise.
