§ 58-15. Finance department responsibilities.

  • The finance department serves as the purchasing gateway to provide assistance and technical expertise in purchasing procedures and to ascertain that village personnel understand and comply with established budgetary, purchasing and accounting procedures.

    The finance department shall be responsible for the procurement of goods and/or services in accordance with this purchasing code. All village personnel have the responsibility to know this purchasing code and ensure compliance with all regulations of this purchasing code and finance department procedures.

    The finance department shall establish procedures, authorizations and forms as may be necessary to implement this purchasing code and comply with applicable law, as amended from time to time.

    The finance department shall have the authority to suspend or debar a person from participation in purchasing for the village and shall establish a policy for such suspension or debarment. All suspensions or debarments shall be afforded with appeal rights to the village manager.
