It is the intent of this ordinance to establish stormwater management as a village
utility enterprise in accordance with F.S. § 403.0893, and to establish utility fees
for stormwater management to be levied against all property within the village, to
provide for the planning, design, construction, operation, maintenance, regulation,
surveying, and inspection of the stormwater management system of the village.
