§ 3.05. Organization of council; retaining of an attorney and a certified public accountant.

  • (a)

    The mayor and council shall elect from among its members a vice-mayor and a mayor pro tem. Election of the vice-mayor and mayor pro tem shall be done annually at a regular council meeting in March of each year if deemed necessary. The mayor shall preside at meetings of the council and shall be recognized as head of government for all ceremonial purposes, by the governor for purposes of military law, for service of process, execution of deeds, and as the official designated to represent the village in all agreements with other governmental entities or certification to other governmental entities and shall have all powers not prohibited herein, nor prohibited by law, but shall have no administrative duties except as required to carry out the responsibilities given here. The vice-mayor shall act as mayor during the absence of the mayor. The mayor pro tem shall act as mayor in the absence of both the mayor and the vice-mayor.

    (b)

    The council shall retain an attorney who shall be responsible to the council and available to the village manager. The council shall engage a certified public accounting firm to prepare and submit to the council an annual audit.
