§ 2-1. Preparation of ordinances.

All ordinances shall be prepared or approved as to form by the village attorney. No ordinance shall be prepared for presentation to the village council unless ordered by a majority vote of the village council, requested in writing by the village manager or prepared by the village attorney on his own initiative.
