§ 6.01. Charter amendment.
This Charter may be amended in [the following] two ways:
(a)
Initiation by ordinance. The council may, by ordinance, propose amendments to any part or all of this Charter, except article II prescribing boundaries, and upon passage of the initiating ordinance, shall place the proposed amendment to a vote of the electors at the next general meeting held within the village or at a special election called for such purpose. Amendment of article II resulting from annexation shall be done in accordance with general law.
(b)
Initiation by petition. The electors of the village may propose amendments to this Charter by petition signed by at least ten percent of the total number of qualified voters registered to vote in the last regular village election.

Form and content. All papers of a petition shall be uniform in size and style, and shall be assembled as one instrument for filing. Each signature shall be executed in ink or indelible pencil and shall be followed by the address of the person signing. Petitions shall continue to have attached thereto throughout their circulation the full text of the proposed charter amendment.
(2)
Affidavit of circulator. Each circulator of a petition shall file an affidavit stating that he believes the signatures thereon to be genuine signatures of the persons whose names they purport to be and that each signer had an opportunity before signing to read the full text of the proposed charter amendment.
(3)
Certification of petition. Upon certification of the sufficiency of the petition by the village clerk, such certification to include the validity of the names on the petition as qualified voters registered to vote in the last regular village election, the council shall place the proposed amendment to a vote of the electors at the next general election, scheduled not less than 60 days, nor more than 90 days after certification, or, if none is so scheduled, then at a special election called for such purpose during the same period.
