§ 6.02. Standards of ethics.

  • (a)

    All elected officials and employees of the village shall be subject to the standards of conduct set by general law for public officers and employees. In addition, the council may, by ordinance, establish a code of ethics for officials and employees of the village which may be supplemental to general law, but in no case may such ordinance diminish the provisions of general law.

    (b)

    No member of the council or any officer or employee of the Village of Palm Springs shall have a substantial financial interest, direct or indirect, by reason of relationship or by reason of ownership of stock in any corporation, in any contract or in the sale to the Village of Palm Springs of any land or rights to or interest in any land, material, supplies or services. Any violation of this [sub]section shall constitute malfeasance in office, and any councilmember, officer or employee of the municipality found guilty thereof shall thereby forfeit his office or position.

    (c)

    Any former councilmember, former village manager, former village attorney or former department head is hereby prohibited from representing or lobbying for any business which is competing for the sale to the village of any real or personal property, right to or interest in any real or personal property, material, supplies or services until a period of one year has expired from the date on which said former village councilmember, manager, attorney or department head last served the village.

    (d)

    Any violation of this section with the knowledge, express or implied, of the corporation contracting with the Village of Palm Springs shall render the contract void by the village manager or the council.
