§ 58-16. Unauthorized purchases.

  • An unauthorized purchase occurs when a village employee or official orders, purchases or attempts to purchase any goods and/or services without abiding by the regulations contained in this purchasing code and finance department purchasing procedures.

    This includes but is not limited to:

    (1)

    Separating purchases to avoid the need for council and/or village manager approval, or to avoid the competitive selection process.

    (2)

    Committing the village to a purchase before receiving the authorized purchasing documentation (executed purchase order and/or contract) and if necessary council approval.

    Payment for any unauthorized purchase may be the responsibility of the person placing the order.
